Under the legislation, migrants can appeal against deportation only with “compelling evidence” that they will face serious and irreversible harm in Rwanda, rather than on general claims about the country’s safety. Migrants can appeal to the Home Office and then to an Upper Tribunal in a process that is likely to take at least six weeks and could leave some cleared for deportation in June.
